If you can't breathe easily and your nasal passages are blocked anyway, it is advisable not to start pranayama until locks are cleared. Should not be forced to breath. For the practice of pranayama flow through its nostrils should be unobstructive.
Consult with a physician ENT, get treatment for their nasal problems and start the pranayama to keep your nasal passages clear.
Jal neti can also be effective to keep the nasal passages clear, but you have to learn from an expert.
Even without any problem with fistula or nasal polyps, one of the nostrils may not be totally clear. If your left nostril is blocked, are on your right hand side for a few minutes. Lie on your left side, if your right nostril is locked.
